      <title>President Stowers Quoted in American Medical News</title>

Ray E. Stowers, DO, contributed to an </span><a href="http://www.amednews.com/article/20130617/profession/130619946/2/"><i><span style="font-family:garamond, serif">American
Medical News</span></i><span style="font-family:garamond, serif"> article
that was published today</span></a><span style="font-family:garamond, serif">
regarding the North Carolina State Board of Dental Examiners’ antitrust appeals
case.  We believe the ruling by the 4th
U.S. Circuit Court of Appeals could hamper state licensing boards’ ability to
regulate the practice of medicine. 
President Stowers stated that the decision “<b>jeopardizes state boards’ authority</b> to determine when nonphysician
clinicians are providing a level of treatment that exceeds [their] education
and training.”  He added that “what the
court’s decision fails to take into account, however, is that the quality of
health care rests on the skill and ability of professionals who have been
trained to deal with the complexities of diagnosing and treating patients.”  The AOA had previously joined with the
American Medical Association (AMA) to file an <b>amicus brief in support of the dental board</b>.</span><span style="line-height:1.4em;font-size:8pt">​</span></p></div></div>

      <title>Joint Advocacy Supports Medical Homes</title>

      <description><![CDATA[<div><b>Body:</b> <div class="ExternalClassD19B68714A604DEE90A55FE9B60ECE67"><p><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">The AOA and the
Osteopathic Physicians and Surgeons of California (OPSC) wrote to the State
Senate’s Health Committee on June 14 in support of AB 1208. </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">This bill would establish requirements that a
health system must meet to be designated as a Patient-Centered Medical Home
(PCMH). The key requirements include the </span><b style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">delivery
of coordinated, patient-focused care</b><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> by a physician-led team as well as a
payment structure that encourages appropriate management of complex medical
cases and increases access to care. </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">The
bill also incorporates six quality and safety components into a PCMH, such as </span><b style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">voluntary engagement in performance
measurement and improvement</b><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> to achieve continuous quality improvement.</span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">  </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">The AOA and OPSC support the PCMH model of
care and believe this bill will help California’s physicians, non-physician
clinicians and patients to work together to achieve optimal health care
outcomes.​</span>​</p></div></div>

AOA is <b>seeking proposals for presentations at the 24th Osteopathic Medical
Education Leadership Conference</b> (OME XXIV), taking place Jan. 9-11, 2014,
in Austin, Texas.  The theme of this year’s conference will be “Virtually
There,” recognizing that <b>new teaching approaches and technology have
expanded the delivery of education</b> inside and outside of the
classroom.  We are seeking presentations from across the spectrum of
osteopathic education that examine this issue, particularly topics like
distance and/or distributive teaching and learning; using technology to teach
or assess students or for new faculty development; new consortia and/or
distributive organizational, teaching and learning models; and

E. White-Faines, MPA, has been selected as the next Executive Director</a> of

President-elect Norman E. Vinn, DO, is in our nation’s capital today for a
series of <b>Congressional visits in
preparation for when he assumes the Presidency</b> of the AOA in July.  These legislative meetings, held with each
incoming AOA President, better <b>acquaint
elected officials with the AOA and our top legislative priorities</b>. To this
end, President-elect Vinn met with several U.S. Senators and Representatives
from California, as well as with some of the physicians currently serving in
Congress to discuss, among other issues, the Affordable Care Act, the
Sustainable Growth Rate formula, professional liability reform, and expanding
graduate medical education opportunities. Establishing such relationships helps
ensure our messages reach the legislature and strengthen our work on Capitol

      <title>Advocacy for HFAP Recognition</title>

AOA wrote to the California State Senate Committee on Health on June 10 seeking
an amendment to the statutory language of AB 297. </span><span style="font-family:garamond, serif"> </span><span style="font-family:garamond, serif">The amendment would </span><b style="font-family:garamond, serif">recognize the AOA Healthcare Facilities Accreditation Program (HFAP) as
an accrediting body for primary care clinics</b><span style="font-family:garamond, serif">. </span><span style="font-family:garamond, serif"> </span><span style="font-family:garamond, serif">The bill, as currently written, fails to
recognize the HFAP accreditation for ambulatory care, which incorporates the
requirements from the Centers for Medicare and Medicaid Services Conditions for
Coverage in addition to other patient safety and quality related standards. </span><span style="font-family:garamond, serif"> </span><span style="font-family:garamond, serif">Excluding an accrediting organization equipped
to accredit an ambulatory care program in a user-friendly and cost-effective
manner would provide a disservice to health care facilities within California
and to the patients within them.</span>​</p></div></div>

      <title>President Stowers Visits WVSOM</title>

Ray E. Stowers, DO, is on the </span><b style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">campus of
the West Virginia School of Osteopathic Medicine</b><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> (WVSOM) today to meet with
student and faculty leaders.</span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">  </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">This
morning, President Stowers met with Michael Adelman, DO, WVSOM President, Lorenzo
Pence, DO, Vice President for Academic Affairs and Dean, and Yoshiteru
Hiratsuka, who teaches at both the Japan College of Osteopathy and WVSOM.</span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">  </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">He then gave a presentation to first- and
second-year osteopathic medical students on </span><b style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">ways the AOA is “here for them”</b><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt"> throughout their education,
training and careers.</span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">  </span><span style="font-family:garamond, serif;line-height:1.4em;font-size:8pt">The WVSOM has a
total of 836 students, 214 of them first-year.​</span>​</p></div></div>
